Our Mission:
We are a team of professionals dedicated to students with unique needs, requiring specially designed instruction from highly qualified staff in the area of special education. Our mission is to support students, staff, and families by using data to provide effective, evidence-based instruction and services to ensure student growth and successful post secondary transition.
In addition to academic and social/emotional specially designed instruction, we also offer related services that are necessary to implement educational goals and objectives. Related services include:

Community Work To Transition/employment training
Health Services
Orientation and Mobility
Special Transportation
Highly specialized services provided in Rowan County include Vision Impairment and Hearing Impairment, with a full time VI and full time HI teacher currently on staff. RCSD partners with regional and state agencies, including Kentucky School for the Deaf and Kentucky School for the Blind, to maximize academic and social opportunities to address unique needs.

Child Find Notice:
All children can learn, but some learn differently. Some children need more help than others because they have a disability. We can help by accepting individual differences at home and at school. Rowan County Schools urges you, through Child Find, to give every child a chance to learn. Destruction of Records
Student Records, District Policy 09.14
When a child who has been enrolled in a program for exceptional children graduates or otherwise leaves the District, the parents or child, if eligible, shall be given notice that any personally identifiable information in the educational record which relates to identification or placement of the child in the program for exceptional children may be destroyed upon request of the parent or eligible child. Notice shall include description of proper request procedures. Parents or eligible children who make such request must be informed that there may be possible future uses of such records (e.g. Social Security petition) and that the District may maintain records related to attendance and grades. The District may exercise its discretion to destroy student records if they are no longer needed for educational purposes.
